Identify opportunities for new international programs, particularly those related to digital finance, including mobile money, electronic payments and other information and communications technology (ICT) solutions, through the completion of institutional and country assessments; participating directly in new program design and proposal writing; and liaising with WOCCU Services Group (WSG), financial institution networks, mobile network providers (MNOs), technology partners and a wide range of funding organizations. Manage programs involving digital finance — including mobile money, electronic payments and other information and communications technology (ICT) solutions — that are part of Technical Services' portfolio.

Education and Experience: Degree in economics, business, finance, accounting, banking, agricultural economics or related field or equivalent training and experience. Three to five years' experience in mobile money and electronic payments. Knowledge of USAID mobile money space, including Better Than Cash Alliance, CGAP, and the digital finance world. Proven success in identifying and obtaining multi-million dollar project opportunities, designing rigorous microfinance, agricultural or mobile money programs and securing funding for long-term development finance projects is required. Knowledge of credit union development activities and the functions and operations of credit unions and the credit union system is highly desirable; proven success in developing and implementing IT solutions in a rural setting. Specific technical experience required in the following areas:
Language Skills: Bilingual skills including English, French and/or Arabic required.
Excellent oral and written presentation skills, including public relations and proposal/project development expertise (written and conceptual). Ability to write reports, business correspondence, and procedure manuals. Ability to effective present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematic Skills: High mathematical skills required including financial analysis, the ability to work with accounting and financial product design.
Reasoning Skills: High reasoning skills required including the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Must also possess technical analysis ability and advanced proposal/project development expertise (written and conceptual).
Computer Skills: To perform this job successfully, an individual should have knowledge of: IT analysis, including software & hardware; ore banking systems and software; front office IT solutions; networking; shared branching and similar technology solutions; ATM development and implementation program; PDA, POS's implementation programs; IT Project Development Expertise (written and conceptual); information systems applications and programs plus PC skills — word processing, spreadsheets and data bases. Must also be able to read and interpret source codes for transactional software application.
