<description><![CDATA[<h1>Adjust FATCA Definitions to Accommodate Credit Unions, World Council Urges</h1><h3>Global trade group advocates regulatory relief during IRS hearing</h3><p>
WASHINGTON, D.C. — World Council of Credit Unions testified today in a hearing convened by the U.S. Internal Revenue Service (IRS)  to urge the agency to consider changes to its proposed Foreign Account Tax Compliance Act (FATCA) regulations that would reduce undue regulatory burdens on credit unions in other countries. Expanding the definition of "non-registering local banks" to include credit unions would help relieve the strain of unnecessary IRS reporting for non-U.S.-based credit unions already unable to serve members like those the IRS is seeking to tax due to membership restrictions.

<description><![CDATA[<h1>World Council Urges Key Changes to Proposed FATCA Rules</h1><h3>Proposed IRS Regulations Burdensome to Credit Unions</h3><p>
WASHINGTON, D.C. — World Council of Credit Unions this week came out 
in opposition to some aspects of the United States Internal Revenues 
Service's proposed implementation of the Foreign Account Tax Compliance 
Act (FATCA). The proposed regulations, which would require many foreign 
financial institutions (FFIs), including credit unions, to register with
the IRS for the purpose of detecting taxable account activity by U.S. 
citizens in foreign countries, would place unnecessary and inappropriate
burdens on small non-U.S. credit unions, World Council said in an April
30 letter to the IRS.

<description><![CDATA[<h1>World Council Supports Basel Revisions on Regulatory “Proportionality”</h1><p>
WASHINGTON, D.C. — World Council of Credit Unions submitted formal support for proposed revisions to the Basel Committee on Banking Supervision's <em>Core Principles for Effective Banking Supervision</em> yesterday. The revisions would make regulatory standards "proportional" to financial institutions' risk profiles and based on their impact on global financial systems. Supervisory proportionality would help reduce unnecessary regulatory burdens on smaller institutions, World Council said in a March 20, 2012, letter to the committee's headquarters in Basel, Switzerland.
