SVP Technical Services - Washington, D.C.

Position Overview

This role represents an exciting opportunity for someone genuinely interested in both business development and the assurance of quality in capacity-building projects in international development. Technical Services Portfolio Growth:

  • Identify credit union development opportunities and programs sponsored by USAID and other international donor organizations. Assess donor strategic directions and lead World Council response to build the World Council credit union development project portfolio. Achieve annual grants and contracts financial targets
  • Develop and maintain relationships and networks with USAID and other funding organizations and support credit union development with Administration and Congressional staff and donor representatives
  • Identify and develop new programs with an emphasis on credit union roles in rural and agricultural development, community development, women and youth empowerment, financial inclusion, mobile technology, post disaster and post conflict rebuilding and democratic participation

Project Design:

  • In accordance with World Council technical assistance programs objectives, priorities, program parameters and strategies, design and market proposals for credit union development programs

Project Management:

  • Lead the development of key credit union project management and methodology elements
  • Provide management training, tools and training in their use to staff and project directors
  • Review adequacy of management tools such as indicators and Performance Monitoring Plans (PMPs) to assess projects against work plans and goals
  • Provide corrections of projects as needed.  These may include those that require in depth course correction or for development of new leading edge technologies

Technical Services Development:

  • Integrate new technical tools developed by World Council into project methodologies. Review and enhance products developed in projects to be incorporated into the worldwide WOCCU Model Credit Union methodology
  • Provide technical training to staff and project advisors. Provide technical tools, products and training to field projects in their use and implementation
  • Oversee and participate in documenting technical tools, which form the World Council credit union methodology; help refine tools and strategies
  • Document approaches, methodologies and case studies that will strengthen World Council's initiatives and broaden its capability to submit bids for development programs


  • Oversee and conduct evaluations of World Council projects. Evaluate progress of projects and participating credit unions against project deliverables and timetables as well as World Council principles and standards
  • Participate in monitoring and evaluation of field programs and maintain familiarity with ongoing projects and new programming 
  • Conduct field visits to assess progress against project work plans and goals, review strategic approaches or methodologies, identify potential problems or opportunities and provide recommendations to strengthen performance

Corporate Marketing:

  • Serve as World Council spokesman in donor forums, seminars, and marketing activities related to credit union development and development finance. Enhance World Council organizational technical credibility and develop close working relationships with funding organizations which have the potential to fund credit union development programs which are consistent with World Council's goals, priorities and development focus
  • Provide impactful technical and methodological communications that account for the accomplishments and key issues of World Council development projects in order to facilitate the marketing of World Council programs to both donors and members

Corporate Management:

  • Participate in a leadership role in the development and execution of World Council corporate wide goals and strategies. Participate in senior management discussions on implementation and monitoring of corporate strategies

This position currently supervises a team of approximately five and may supervise project field staff, consultants, and field study teams from time to time.

Background, Experience & Characteristics of the Ideal Candidate

Education and Experience:

  • M.A./M.S. Degree in business, finance, banking or economics or related field or equivalent training and experience
  • At least ten years experience in the funding, designing and analysis of development programs and five years of field project management experience is required
  • Extensive knowledge of USAID funded development activities and the functions and operations of USAID are essential
  • Experience with and knowledge of other donor organizations is also preferred
  • Demonstrated skills in supervision, oral and written presentations, public relations, financial analysis and project management

Up to 160 days per year, including both domestic and international travel.
