Paul Norgrove
All Together Money of Great Britain
Paul Norgrove was elected to the World Council of Credit Unions Board of Directors in July 2026 to fill a two-year term vacancy. He is CEO of Serve and Protect Credit Union, which serves police, prison, military, fire and health service personnel and their families across Great Britain. Since becoming CEO, he has led significant organizational change, including an expansion of the credit union’s field of membership, a rebrand and the development of a member outreach strategy focused on financial education across the protective services. Under his leadership, Serve and Protect has become recognized as one of Great Britain’s most ambitious and impactful credit unions.
Norgrove previously served as President and Chair of the All Together Money Board of Directors, formerly the Association of British Credit Unions Limited (ABCUL). He was elected to represent the West Midlands in 2020, later serving as Vice President before becoming President and Board Chair in 2022, a position he held until April 2026. During his Board service, he helped advance several initiatives benefiting member credit unions, including leading the Democracy Working Group’s efforts to modernize the Board structure and serving as the association’s first sitting Board representative on the ABCUL Inclusivity Group.
He also served on the Credit Union Foundation Board of Trustees, supporting community development, educational initiatives and strategic investments intended to strengthen the growth and sustainability of credit unions. He continues to champion efforts to ensure All Together Money represents the full diversity of its membership and helps credit unions serve their diverse communities.
In 2014, Norgrove received a World Young Credit Union Professionals (WYCUP) Scholarship from World Council of Credit Unions. He later served on the WYCUP Steering Committee, supporting the next generation of credit union leaders. In 2019, he co-founded and became the inaugural Chair of the ABCUL Young Professionals Network, a national platform created to engage emerging leaders and promote the credit union movement.
A passionate advocate for financial cooperatives, Norgrove is active in the global credit union community, regularly speaking at industry conferences and sharing best practices. He has participated in the international partnership between ABCUL and the League of Credit Unions since its inception in 2016 under the Georgia Credit Union League.
Norgrove holds the International Credit Union Development Educator (I-CUDE) designation and has completed both Credit Union Development Education (CUDE) and Development Education Europe (DEEU) programs. He has a background in finance and accounting, is a Fellow of the Association of Accounting Technicians (FMAAT) and holds an Executive Master of Business Administration from Birmingham City University.
