Technical Development Manager - Washington D.C.

Identify opportunities for new international programs, particularly those related to agricultural finance, through the completion of institutional and country assessments; participate directly in new program design and proposal writing; and liaise with credit union movements and a wide range of funding organizations.

Works under supervision of the Vice President for WOCCU's Operations in Washington. Undertakes project design, assessment and new project development in all regions of the world; collaborates closely with WOCCU HQ technical staff and field personnel, assists in monitoring and providing support to ongoing and new programs.

1. Research and Investigation: Perform research on countries where opportunities exist for cooperative financial service programs targeting poor and low income households, farmers, micro and small entrepreneurs and prepare country profiles of findings and recommendations where appropriate.

2. In close coordination with project development staff in Madison and Washington, prepare and submit Expressions of Interest and other pertinent documentation highlighting the interest and the competitiveness of WOCCU approach and tools.

3. Track and monitor future development programs sponsored by USAID, USDA, World Bank and other international donor organizations such as IFAD and FAO; complete research, data collection and analyses for proposal preparation; and write assigned sections of project proposals and the editing of proposals as required.

4. Project Development: Conduct project development and design activities including exploratory country assessments and visits to credit union movements and potential funders; prepare financial and operational analyses of different cooperative institutions; and participate in project design, proposal writing, project marketing and negotiations with partner institutions and/or international donor institutions.

a. Country and institutional assessments are activities in the project development process. Assessments will seek to identify ways in which credit unions and other financial cooperatives can help overcome financial access constraints affecting low income populations, including designing possible solutions that address donor and local government concerns and strategies. WOCCU typically focuses on the strengthening and use of financial cooperatives as key interventions in delivering financial services that are appropriate and effective, increasing agricultural production, creating new employment opportunities and increasing the incomes of people who don't have access to reliable and reasonably priced financial services.
b. Design and develop specific technical and financial interventions that help overcome financial service constraints in emerging countries. All program designs will be development in-line with WOCCU's strategic approaches and consistent with WOCCU project guidelines, institutional principles and standards.

5. Development Advocacy for Credit Unions: Development and maintenance of relationships with old and new funding partners and participation in advocacy activities supporting credit union development with Administration and Congressional staff, donor representatives, and consulting firms and private voluntary organizations (PVOs) engaged in international development and financial service delivery. Advocacy may include preparing corporate capability statements, PowerPoint and other presentations, case studies and materials highlighting the strengths and experiences of WOCCU.

6. Project Monitoring and Evaluation: Participate in monitoring and evaluation of technical field programs (as needed) and maintain familiarity with ongoing projects and new WOCCU programming. Staff will learn to develop and use Performance Monitoring Plans (PMPs) to assess projects against work plans and goals. Additional skills to be developed include analyses and reporting of financial condition of credit unions and assessing the consistency of project approach and methodologies with WOCCU principles and standards.

7. Technical Support: Participate in reviewing and documenting technical tools, which form the WOCCU Model Credit Union methodology; help refine WOCCU's agricultural and rural finance tools and strategies.

Education and Experience: Degree in business, finance, accounting, banking, agricultural economics or related field or equivalent training and experience. Experience in the funding, designing and analysis of business development programs and experience in international development and microfinance is required. Proven success in identifying and obtaining multi-million dollar project opportunities, designing rigorous microfinance, agricultural or mobile money programs and securing funding for long-term development finance projects is required. Knowledge of credit union development activities and the functions and operations of credit unions and the credit union system is highly desirable.

Interpersonal Skills: Public relations and oral and written presentation skills. Ability to interact closely with technical and managerial staff and maintain good working relationships within and outside of the organization. Ability to work as a team player towards organizational goals and objectives.

Language Skills: Bilingual skills including English and Spanish/French or Russian/ Arabic language fluency (written and spoken) required. High language skills required including the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Excellent writing and editing skills, including the ability to communicate concepts and ideas effectively; proficient in use of English grammar and punctuation.

Mathematical Skills: Intermediate mathematical skills required including ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.

Computer Skills: Expertise in working with MS Office programs (Word, Excel, PowerPoint) essential.

QUALIFICATIONS PREFERRED: The ideal candidate may possess experience working or volunteering in a not-for-profit organization; experience working in another culture also preferred. Ten (10) years of experience in the funding, designing, and analysis of business development and microfinance; five (5) years of project management experience in multi-million dollar project opportunities, designing rigorous microfinance, agricultural or mobile money programs and securing funding for long-term development finance projects is required.



Up to 180 days per calendar year; domestic and international.
